The Korean Peninsular Armistice Regime has played an important role in maintainingthe general stable situation in the Korean Peninsular after the world war II. Howeveras the end of the Cold War and the change of the Korean Peninsular’s securitystructure, the defect and backwardness of the armistice regime have visualizedgradually. The Korean Peninsular Armistice Regime can not meet the requirement ofproviding mechanism guarantee for the security in the new circumstances. Theoutbreak of the nuclear crisis has made the situation which is always up and down cannot break the vicious circle of "tension-peace-tension". The Six-Party Talks which areaimed to resolve the nuclear issue can not continue since it’s6thround in2007. Thestagnancy shows that the substantial breakthrough on the nuclear issue can not bemade by judging the case as it stands, especially under the circumstances that the U.Sand DPRK’s strategic targets and standpoint are opposed. In order to resolve theproblem it’s need to address both the symptoms and root cause. This highlights furtherthe necessity and urgency of replacing the old armistice regime by a new peaceregime and arouses the attention of the relevant countries.The establishment of the Korean Peninsular peace regime is closely related to theNorth and South Korea relation, great powers’ strategic arrangement and therebuilding of regional order. Countries in Northeast Asia have common interest aswell as differences difficult to reconcile. The establishment of the new peace regimewhich depend on the U.S. and ROK’s policy to the DPRK, the prospect of theSix-Party Talks, the change of the international situation and the interaction ofregional countries can not be accomplished at one stroke and will be confronted withmany favorable and adverse facts. In order to establish the new peace regime, it’scrucial to draw on the experiences of some regional cooperation mechanisms,advocate the idea of pursuing security through cooperation, the principle of equalityand mutual respect, the gradual way of "from easy to difficult". It’s also important to make clear the participants, route and content and create conditions for establishingthe peace regime gradually. In the long term, the transformation from armisticeregime to peace regime will not only end the Korean War legally, but also maintainand consolidate the peace and stability in the Korean Peninsular. It is a pragmaticpolicy option which is in accordance with the interest of the people and countries inthis region.
