The construction of the peace mechanism in the Korean Peninsula has been one of the hottest topics which have been paid much attention to by the scholars who study the issues of Northeast Asia and the Korean Peninsula. The end of the Cold War changed the original bipolar pattern of East Asian security, but the new security system has not be established. Especially in the United States and the Soviet Union in the1970s, strategic triangular relationship disappeared in the1990s, making the existing armistice mechanism on the Korean Peninsula damaged, the security of East Asia into a vulnerable period. This vulnerability makes the situation on the Korean Peninsula may further deterioration. Therefore, the Korean Peninsula from the current armistice mechanism to a permanent peace regime more a necessity, for only in this way can the intense situation in the Korean Peninsula be eased off..As a matter of fact, the Present structure of the Korean Peninsula is a regional multilateral strategic framework, which is far from a stable security framework because the Peninsula has not been completely divorced from the cold war pattern. Although there still exist apparent differences between the related actors in the security concepts and the means for the pursuit of security within the Northeast Asia system, there is still a ray of hope for the construction of a new peace mechanism in the Peninsula. Once the mechanism is constructed, the first beneficiaries will be its own country and the local people.This dissertation firstly expounds the geopolitics and the cooperation theory, On the basis of the analysis of necessity and probability of building Peace regime in the Korea Peninsula, the basic content of the regime was reasonably clarified in this paper, from view of the theory of International Regime. The Basic content of the regime:a series of treaty, a series of organization, forewarning system, crisis-solution system and information-exchange system.
