During the recent years, with the progressing of the reform and acceleration ofsocialist modernization, especially after the task of construction and perfection of thesocialist market economic system is presented, the importance and urgency of publicpolicy studies are recognized by more and more people. We should notice that manywestern theories about public policy can be used in promoting the development ofdomestic public policies; however, there are situations to which these theories cannotbe adapted. It is a significant issue with practical meanings how to establish andimplement public policies from the objective reality in current China when we adhereto and develop the socialism with Chinese characteristics.When establishing and implementing public policies, we need to know thecircumstances, in which the public policies are formulated, and analyze various socialinfluence factors to determine and hold on to the predominant conflict. We usuallyanalyze social conflicts from the dimensions of laws, nationalities or religions etc., orfrom the perspective of social class and stratum. Because of the historical mistake ofthe “predominance of class struggle” in the history of People’s Republic of China,Carl Marx’s class theory has been recognized as a tool of political ideology aboutstruggle and conflict for a long time, and Max Weber’s stratum theory are preferredwhile Carl Marx’s class theory is ignored. As a matter of fact, the class theory ofMarxism is a scientific theory and method that has been proved by the practice. It isirrelevant to the “predominance of class struggle”. In view of the significant changesof the economic structure and social structure in current China, the class theory ofMarxism is of significant importance and guidance in establishing effective publicpolicies and promoting a steady social development.In this thesis, the concept of class fault is introduced. Using the class theory ofMarxism, the issue of land-lost peasants, a highlighted conflict during theurbanization, is analyzed. Hopefully, it can provide a perspective to evaluate publicpolicies rationally, discover and analyze the defects in the public policies, so as to modify them.
