With the rapid development of the economy and society and the rapid advance of the urbanization and industrialization process, the scale of urban construction expands fast, as a result, the rural-urban land conversion and the non-agriculture process of farmers have become a widespread social phenomenon in the process of so cio-economic development. At present, the land-lost peasants in China have become a huge social group and presents a trend of rapid growth. Among them, many peasants’ economic welfare and non-economic welfare have been damaged greatly because of the loss of the land. Main performance for following several aspects: the lessening of household income and living standard, the difficulties of employment, the imperfection of social security and the deterioration of living environment and so on. The existence of these problems directly brings about endless land expropriation conflicts and increasing acute social contradictions. The reasons are mainly due to a series of problems in the current land expropriation compensation system, such as the low compensation standard, the unreasonability of land value-added distribution, the imperfection of security after land expropriation and so on. The essence is that the defects of the land expropriation compensation system leads to the peasants’ welfare level decline during the process of the land expropriation.Therefore, to analyze and evaluate the land-lost peasants’ welfare level comprehensively and objectively before and after land expropriation and to find out the affecting factors that make the welfare level change so as to improve the land expropriation compensation mechanism. These ways are most meaningful to maintain the welfare level of land-lost peasants not reduce, promote land conversion orderly, maintain social harmony and stability and sustainable economi c development.This study references the capability approach theory of Amartya Sen of welfare economics. Then by using the fuzzy synthetic evaluation method, taking land-lost peasants of urban-rural fringe in Changsha as an example, this study evaluates the welfare level before and after land expropriation and analyzes the changes and reasons, then puts forward some targeted countermeasures to improve the land expropriation compensation system and improve land-lost peasants’ welfare level.The main conclusions of the study are as follows:(1)This study takes the land-lost peasants in the process of urbanization as the research object to provide a fair and reasonable compensation for their welfare. Then this study explores and establishes a specific 23-indicators welfare evaluation index system under six functional activities including economic situation, social security, living conditions, development opportunities, community environment and psychological status for the land-lost peasants during the land expropriation process. On the basis of above knowledge, the fuzzy comprehensive evaluation method was used to construct the membership function, and then the basic method system of the land-lost peasants’ welfare evaluation was established.(2) On the whole, the total welfare of land-lost peasants of urban-rural fringe in Changsha has a certain degree of decline compared with before expropriation, the welfare index decreases from 0.4994 which is closed to middle level to 0.3899, decreases by 21.94%. These show that the current land expropriation compensation system failed to promote or maintain the welfare of the land-lost peasants, on the contrary, has caused a certain degree of damage to their welfare.(3) From every functional activity, we can find that the welfare evaluation index of two functional activities of social security and living conditions rise in varying degrees, but the welfare evaluation index of other functional activities decline in varying degrees. The functional activities of economic situation, community environment and psychological status decline dramatically, decrease by 47.69%, 45.64% and 43.86% respectively, this is a important reason that make the total welfare of land-lost peasants decline.(4) From the conversion factors, we can learn that different GDP per area and different aged land-lost peasants have different degrees of effect on the welfare changes. The study of these factors have practical significance for making various and detailed compensation policies according to different regions and different types of land-lost peasants to improve the welfare level of the land-lost peasants.(5)In order to improve the land expropriation compensation system and improve land-lost peasants’ welfare level, we should broaden the scope of land expropriation compensation and improving the comp ensation standard, establishing and consummating the land-lost peasants’ social security system, implementing the supporting employment policies for the land-lost peasants, protecting and improving the community environment and attaching importance to and easing the psychological problems of the land-lost peasants.
