To tackle the administrative challenges of migrant population and render betterservices, a new ’residence permit’ system to replace its existing ’temporary’ version isthe way to go. The current temporary residence permit-based migrant populationadministration system has been in place for nearly30years since the1980s, and hasshown its limitations as the economy and society as a whole moves forward and thespread of awareness for human rights. A residence permist system, in comparison, hasboth institutional and legal advantages. With its application in Beijing already havingenabling foundations, residence permit will replace temporary residence permit.The essay, coming in four chapters, provides an analysis of the necessity andfeasibility of replacing the old system with one based on residence permit bycomparing the limitations of the old system and the advantages of the new one. Thefirst chapter explains the problems of the temporary residence permist system with anaccount of its origin, the functions it carries, legal incompatibilities and practicaldrawbacks. The second cahpter analyzes the necessity for a replacement by anin-depth deliberation of the residence permit system’s institutional advantages and itsactive roles in protecting basic rights of citizens from a legal and administrative pointof view. The third chapter gives an affirmative assessment of the feasiblity of theresidence permit system in Beijing with a summary of the practical foundations forimplementation based on the Beijing’s locational advantages. The fourth and finalchapter provides legal and institutional advice on the new system’s implementation inBeijing.
