Developing the work of transferring to grass root civil servants, it is favorable towardmobilizing enthusiasm for grass root civil servants and organizational vitality, training reservecadres and perfecting the construction of cadres, deploying human resources in a reasonable wayand contributing to communication, promoting anti-corruption and building an honest governmentto really protect cadres, resolving actual difficulties of grass root civil servants to practicehumanism idea devotedly. Altogether the work of transferring to grass root civil servants accordswith the overall direction of deepening the reforms in an all-round way, and actual requirement ofthe administration system reform. It has “more than one arrow carved “practical effect.Many scholars from home and abroad studied grass root civil servants transferred fromdifferent angles, such as economics, management, psychology, and law ect. and formed manyinsightful theoretical results. But these research still have pertinence uncompleted system andother aspects of defects. Therefore, it is necessary to have a deep research on this issue.In this text, I first summarize the institutional arrangements on the issue of civil servantsexchanging and transferring in United States, Japan, France, Germany, South Korea, Spain andother developed countries. And during the process, we point out the experience and practice whichare worthy of learning from it. Subsequently, we review the legalism innovation and practiceexploration of grass root civil servants transferred from central to local servants, all localities anddepartments in recent years.By comparing the experience of foreign and domestic practice, I find that there are still manyproblems in grass root civil servants transferred. It is mainly in three dimensions: first, civilindividuals have misgivings to transfer and seek advantages obviously; second, transferring ofgross root civil servants lack a perfect legal system; last, organization and personnel departments,discipline inspection and supervision departments and other relevant departments have seriousabsence in advance planning, coordination during the process, ex-post evaluation, the process ofimplementing the full supervision.By reviewing and analyzing the problem, I propose that anglicizing the causes of three levelsof affecting transferring, and then putting forward appropriate countermeasures, and ultimatelyconstructing the legalization of gross root civil servants transferred. During the process, Iemphasize to accelerate specific legislation of grass root civil servants transferred and detailedanalysis of principles, priorities and preparation of legislation. This article is to explore the legal system construction of our grass root civil servantstransferred, inevitably there are many flaws. But I hope this article can initiate and benefit forfuture theoretical study and practical processes.
