The system of selecting civil servant is a general term for various norms and principles of selection of civil servants from grassroots,including the principles, standards, method selection, and selection of the work of the organization, supervision,and so on. The system means that increasing the strength of selection of civil servants from grassroots,and selecting more persons with grassroots experience to enter the civil service.The system is a realistic choice for us to adapt to the Chinese situation.The systematic research on this institution of choosing civil servants from grass roots contributes to sum up experience, find deficiences and constantly improve it; it contributes to improve the overall quality of civil servants, which meet the need of cultivating Party and government officials quickly:it contributes to transform the function of the government to build a service-oriented government:meanwhile, the system is also the demand of strengthening contacts with grassroots people and is beneficial to maintain Maintain the stability of the state and society.However, the system of selecting civil servant has not formed a complete system, and its establishment is a gradual process of decision-making and accumulating experience in the constantly explore, which can be described as "Crossing the river by groping the stone ".We need to make great efforts in the resources, including human, material and financial resources, time and other inputs.Therefore,This paper will through the literature research, data analysis, case study, comparative study and other methods to study the system of selecting civil servant from grassroots,not only explain its connotation characteristics,background and practical situation,but also analyze its value,function and some existing problems in the process of practice.finally,The paper will put forward ways and countermeasures to perfect the system of selecting civil servant from grassroots from the reality to gradually improve the civil service,and provide a feasibility scheme plan to make the system of selecting civil servant from grassroots onto the track of legalization and institutionalization.
