The transferring system of grass root civil servants refers to the inferior-ranking (especially below the section-rank) servants’transferring to the different positions in the government organization. As a means of inner communication, this system can greatly motivate the participants’energy and enthusiasm, improve the work effectiveness, and further realize the organization’s refreshing, prevent the embezzlement and corruption. At present, the research on this system mainly stays in the study of "the one who afford the leading post or non-leader who afford the special work". Meanwhile, there are few researches on the grass root civil servants. With the launching of grass-root civil servants’transferring in many local areas in resent years, it is of vital importance to perfect the relevant theories in order to instruct the practice."Stone carved can be tuned into jade." Consulting the relative mature theory of foreign transferring system, this article analyzes on the necessity and practicability. And based on this, combined with twice transferring of Hefei municipal public servants, this article make detailed analysis on the current situation of grass-root servants. Admitting the positive achievement, this article also concludes the deficiency in the practical process. Later, this article analyzes the reasons including the lack of humane environment, poor ability of organizing and managing, low level of institutionalization and insufficient relevant mechanism, etc.In fact, the reason of deficiency of grass-root servant transferring system is the sally port of perfecting this system. At first, based on the "civil servant law" and local practice, this article puts forward the leading thought and basic principle, and then explores the detailed measures to perfect this system, including the optimizing the humane environment, improving the organizing and managing, enhancing the institutionalization and perfecting the relevant mechanism. On bar with these deficiencies, these measures try to solve each problem, optimally perfect the system and improve the level of pubic human resources management.At last, based on the analyzed above, and combined with the general situation of human resources managing system, this article briefly introduces the remained problems, forecasts the future of this system and wishes that this system can be further perfected and populated.
