Crisis Management Scheme Design Of Xingsheng Town In Qingshan District Of Baotou City

With the rapid development of economy and society, various social contradictions have gradually taken on, and all kind of public crises have happened again and again, which have extremely affected the economic development, social stability and harmony. Under the situations, the government crisis management has become the important research point to test the government’s ability. Thus, all administrative departments and governments make the research and explorations of how to better improve the executive ability to deal with emergencies, how to further enhance social awareness of risk prevention, and further improve the emergency management system and mechanism, and further strengthen the preparation of various emergency measures and further enhance the level of a crisis management, the top priority.This paper, which is based on the documents and interviews, puts the research views on the township governments to study the public crisis management, analyzes a variety of phenomena, measures, mechanism, and rules in the practice of crisis management in the government of Xingsheng Town, Qingshan District, Baotou City, Inner Mongolia, in detail. From the practice of prevention, including the contingency plans, risk prevention, disaster rescue and relief, the government put the solid crisis management system into the government at the grass roots level. The first part of the paper provides specific plans and systems to deal with emergencies for the People’s Government of Xingsheng Town, to take the appropriate measures to solve the existing problems, which, thereby, can further improve the government’s capability in the practice of public crisis management, and it provides more references for the fulfillment of the public crisis management in the township government. In the last part of the paper, some policy propositions on improving the capability of the government in the public crisis management are to be put forward, from such aspects as strengthening legal construction on the crisis management, building permanent comprehensive coordination management department of crisis and a whole link system of crisis management, lying the emphasis on crisis management theory and technology research, to train crisis management personnel at the grass roots level,strengthening crisis management work in grass-roots government, establishing an integrated information plat on crisis management, to share the information resources effectively, establishing a professional crisis damage assessment and evaluation system, enhancing research on the crisis management. And from a standpoint of policy theory, the policy propositions are based on the practical situation in the work of township government, and aiming at plans to the present situation.
