Study On The Management Capacity Of Public Crisis In The Construction Of Township Government

Abstract:Nowadays, the township is under a profound social change in our country. The readjustment of the interest pattern, the diversified values, and changes in lifestyle brought by transform of society, and structural transition, brings significant impact to development of the township. As sudden crises of township ceaselessly emerge, there is an urgent request to improve to the public crisis management abilities of our township government, which become an important topic in our current country that we must pay close attention to.This article conducts an analysis of status quo of the Chinese rural township public crisis management ability from the perspective of management, and puts forward the countermeasures and suggestions.This paper firstly introduces the management ability of public crisis and government crisis, and the relevant concepts and theories, then explains the characteristics of township government crisis management, andanalyses the important factors affecting the township government public crisis management. As an example of" Zhili Incident", conducts an analysis of Chinese township public crisis management capacity. Although the rural public crisis management capacity is improved, there are problems of weak consciousness, backward mechanisms, issues of limited ability, and inadequate investment, etc. Then this article analyses on the United States and Japan Government’s crisis management capabilities, the proven critical education, sound laws and regulations, perfect organization system, and full social participation of the western countries, have a great deal of significance on China’s township-level Government in construction of public crisis management capabilities. Finally on the basis of the preceding analysis, this article proposes the countermeasure for dealing with township government public crisis management ability in accordance with the three areas of public crisis management capacity, that is to strengthen crisis prevention capacities, to enhance crisis response capability, and to construct crisis arranging capabilities.The complexity of public crisis and limitations of government capacity, make the township government must adhere to the concept of governance in crisis response, and give full play to the public power.
