A Study On Rural Letters And Visits In China

With the deepening of China’s political and economic reform, China rural areashave made a remarkable development. Along with the development of the ruraleconomy, the relationship between rural interests has changed a lot, thus bringingabout a lot of conflicts and disputes. These conflicts and disputes without effectivelyaddressed, many farmers choose petition. The petition has become an important wayto solve the problem of the peasant masses. More and more petition issues in ruralareas is affecting the harmony and stability of the society and it is not conducive tobuilding a new socialist countryside. Therefore, to fully understand rural petitionproblems and study causes and characteristics of rural petition problems, and then findsome effective ways to solve the problem of rural petition has a very importantsignificance in terms of practical circumstances.This article has illustrated rural petition problems in four aspects. The first part isabout some basic theories involved in rural petition, including the safety valve theory,personal social support system theory, the petition psychological theory, socialwarning theory, etc. The second part describes the status of rural petition problems atcurrent stage, which is the changing of petition body, behavior and reasons, etc, theprominent conflict of rural land and the increasing of petition in political affairs of thevillage. The third part illustrate the reasons of rural petition in terms of relationsbetween cadres and the masses as well as the system. The fourth part presents aneffective solution to the problem of rural grass-roots petition. That includesteam-building to strengthen rural grassroots organizations, the establishment ofinformation network system, the establishment of an early warning mechanism inrural petition, giving a full play to the role of personal social support systems,effective use of psychological petition, an implementation of multi-sectoral linkagepending petition mechanism.This paper aims to provide a comprehensive and integrated consideration of ruralpetition, trying to study and find out a solution to rural petition from the start, in orderto promote stability and development in rural areas of the new era. Meanwhile, wehope this article can provide some reference for the rural grassroots Party committeesand governments, petition departments.
