The Construction Of The Public Emergency Legal System In China

In recent years,there are lots of disasters happened in our country,flood,SARS,snow damage,earth quake etc.And there are lots of disasters and terrorist attacks happened in other country and areas in the word.There are so many public emergency that we must take the topic of how to resolve the public emergency as the most important task of mine.The purpose of this paper is researching the legal system of public emergency in our country and researching the reality of our country,finding the blue print of improving the public emergency legal system in our country and make our people to live better.In this paper,we take the several recently public emergency in our country as an example, conclude the regular of the ordinary public emergency in our country,find out the weakness in our work,bring forward a series of suggestions for the work of public emergency in our country.The method of this paper are comparison etc.The follows are the main contents:1.Finding out the constitution and administrative law fundamentals are involved in the public emergency management.As basic human rights,civil rights,the protection rights and procedural rights such as levy are based,construct the public emergency management of the legal system.2.In the content of construction of the legal system,we bring forward the principles of the legal system of the public emergency management.And conclude the necessary and the main content of the Emergency Law and the Anti-terror Law.3.In the legal mechanisms,we bring forward the government information transmission system,the construction after the public emergency etc.Hoping the legal system of public emergency in our country become more useful.
