A Study On The Political Style Of Nanjing In 2012

Nowadays, government performance measurement has been an important mean of promoting administrative reform,improving the policy implementation capacity and improving administrative efficiency.Meanwhile, citizen participation in local government performance measurement, and the co-governance model involving the citizenship and government are becoming significant features of governments administrative reform.In the last few years,the theories and practices of citizen participation in government performance measurement are unceasingly researched and discussed by researcher and the local governments. As the earliest government having civic democratic appraisal, Nanjing "Report to the people" democratic appraisal in2012has made a lot of progresses and concerns,which still faces many problems,for example,inadequate government’s emphasis on the citizen participation of the performance measurement, slightly lacking feedback and responsiveness from the government to people,oversimplified appraisal system,weak consciousness and capacity in citizen participation, incompletely implemented security system of citizen participation and so on.According to the experience of government performance revolution in the western countries like the UK,America and other cities in China,we need to construct a model of four links and five elements,including citizens, rating agencies, government leaders, evaluated departments,which pays attention to the communication and feedback of appraisal information and results. To penetrate into every aspect of this model,the following aspects can be improved on citizen participation:Firstly,change the traditional concept of the relationship between citizens and government,as well as the passive avoidance behavior. Secondly,improve the way citizen participation in government performance evaluation, procedures and methods.The third thing is to build security system of citizen participation.The last but not least,having the civic awareness and participation ability.Eventually,we can construct a government performance evaluation system which is three-dimensional, dynamic and orderly.
