A Study On The Basic Ideology Of Lenin 's Party - Government Relations

The Party-government relationship of the socialism country especially means the relationship between the Party and the Power system.It’s the most fundamental and important relation among the political relations of socialist country.After the victory of October revolution,Bolshevik become the ruling Party and The Soviet union become the state power.Then,the socialism Party and government relationship was born in Soviet Russia.Lenin have an active exploration on Party-government relation and put forward some basic principles which have profound and lasting influence even now.On the guidance of Marxism-Leninism,the author presents his own opinions by following the principles of dialectical materialism and seeking truth from fact.The thesis includes three chapters:Chapter one is the analyses on the party-government relationship of the Soviet Union during the Lenin period. Before the October revolution,Lenin initially thinks about the question.During the Russian revolution,Lenin put forward the principle "both the Party and the government ".After the February revolution,Influenced by the Paris commune,Lenin imagined that the People could directly manage the country.After the October revolution, with the change of the situation from home and abroad,Lenin changed his idea and claimed that the Party directly claim the country.During this period,The Soviet union is completely made of The Bolshevik and The Bolshevik control the top positions of the Soviet.Besides,The Party and government organ overlaps.During this period,there’s no separation between the Party and the government and the Party replaced the Soviet.Chapter two mainly claims the Lenin’s basic views on the party-government relationship.Gradually,Lenin Recognize the disadvantages and call for changing this system.Firstly, Bolshevik is the ruling Party,so it should take its responsibility and realize its "overall relationship".Secondly,as The state apparatus,the Soviet union has its relative independence,so the Bolshevik cann’t master all the power. Lenin put forward many measures to promote the separation of the Party and government,such as reforming the state organs and the Party-Law relationship.Chapter three is the analyses of the historical status and enlightenment of Lenin’s idea on China’s Party-government relationship.In the first part,the author analyses the guidance for the Soviet Union and other socialism country.Most importantly,I point out the limitation of the theory. As a socialism country,we can also learn a lot from the theory.At present, we should advance the Scientific,Democratization and Legalization of party-government relationship.
