Since the reform and opening up stage of our country, with the idea of "small town, big strategy"proposed as well as the implementation of a series of policies to promote the small towns, small towns in our country have made significant achievement in development. The Twelfth Five-year Plan period is a critical period for the complete society building and transformation of our country. It is an important strategy to actively and steadily promote urbanization to promote our economic and social development. Small towns play an important role in the process of our urbanization for the communication and integration of urban and rural areas. Small town residents’ moral education with aboriginality, secondary and transcendence is an important content of the spiritual civilization construction of small towns. Small town residents’ moral education can enhance the small town new farmers moral quality and the degree of civilization, play the role of radiation and demonstration of rural morality construction, establish the small town moral ideal scene. The regional culture resources of small towns are of important moral value and the extremely important social factors of the residents’ moral quality construction. The small town of natural geography, history and culture,religion,folk custom and local traditional culture affect the residents of the view of nature, ideal and belief, the value of life, folk customs, the wisdom of life, values, behavior, attitude to life. Government, community, school and family are the subject of moral education based on the regional cultural resources.Firstly, the aim, significance, contents and methods of this research were brought forward based on the background and current of the study for small town moral education at home and abroad. In the theoretical research part,the meaning, station, the present status of small town were discussed, which included the importance and particularity of small town residents’ moral education. And then analysis the urban and rural duality, strong regional characteristics, borderline of the the regional culture of the small towns. The moral value of regional cultural resources of small towns and four theoretical field of vision were discussed. In the survey portion, made survey on the moral education of the government, community, school and family based on the regional culture resources of ZhenZhou town and the regional culture of ZhenZhou town including the natural geography, history and culture, religion, folk custom and the local special traditional culture and its effects on the residents’ ideals and beliefs,values,customs, the wisdom of life, values, behavior, attitude to life, found problems on small town residents’ moral education based on the regional culture including the contradiction of small town residents’ cognition and identification to the regional cultural,the traditional backward factors of the regional culture resources of small towns, the shortage of education on the regional culture,analyzed of the causes including three aspects of school, family and society. At last, the small town family, school, social moral education strategy based on the regional culture resources development were brought forward combined with the foreign moral education experience.
