Employment is the fundament of people’s livelihood and harmonious. The employment problem must be attached great importance to and tried to solve actively. The oversupply of labor exists for a long time in our country that makes the employment problem increasingly prominent, especially the older laid-off workers (the female over40years old, male50years old laid-off and unemployed are referred to as the "4050" personnel). Their employment problem becomes the focal point of contradictory increasingly. This paper, taking Dalian as the background, analyzes and studies the basic situation and characteristics of the "4050" personnel by the questionnaire survey and summary. It uses the advanced theories and experience of every countries for reference to solve the re-employment problem of "4050" personnel by our government that start with the problem in government’s re-employment work about"4050" personnel.This paper is divided into seven parts. The first part:introduction. The second part:summary the basic theories of domestic and foreign, advanced experience and the re-employment significance of "4050" personnel. The third part:study the characteristics of "4050" personnel and their employment situation. The fourth part: the government re employment of responsibility in promoting the "4050" personnel. The fifth part:study the government’s problem in promoting re-employment of "4050" personnel. The sixth part:study the government’s countermeasures of promoting re-employment of "4050" personnel. The seventh part:conclusion.
