Employment is the foundation of people’s livelihood,the source of income and the basis of stability.In December 2018,the Central Economic Work Conference put forward the need to give high priority to ensuring stable employment,and put it at the top of the “ Six stabilities”.It was also pointed out in the report to the 19 th national congress of the Communist Party of China,that “ We must adhere to the strategy of giving top priority to employment and the proactive employment policy to achieve higher quality and more full employment”.It is not only the responsibility of the Party and the government to provide employment assistance to those who have difficulty finding jobs,but also can reflect the society’s concern and care for the “vulnerable ”groups.The “4050”personnel have strong desire of employment,however,due to their ages,low educational background,single skills and other reasons,it is difficult to stand out in the increasingly competitive labor market and achieve employment.Taking Wuhai city as an example,this paper analyzes the basic situation of “4050”personnel,the employment assistance policy,the history and the current situation of employment assistance.On the basis of drawing lessons from the successful experience outside the region and combining with the actual situation of Wuhai city,a series of concrete measures and suggestions are put forward to promote the employment of “4050” personnel.This article is divided into five parts.The first part is the introduction,from the theoretical and practical significance to introduce the basis of the topic,and also analyze domestic and foreign research situation.The second part defines the concepts of “4050”personnel and employment assistance,and expounds and analyzes the theoretical guidance from the new public service theory,unemployment management theory and Keynesian theory.The third part introduces the current situation of employment assistance for “4050”personnel in Wuhai city,including personnel situation,policy evolution,government responsibility in employment assistance.The fourth part analyzes the existing problems and deficiencies in the current work.The fifth part summarizes the analysis of the first four parts and combines the actual situation and specific characteristics of Wuhai city to put forward specific measures and policy suggestions to promote the employment of “4050”personnel,including improving the policy system and the employment assistance service capacity of “4050”personnel,and mobilizing the enthusiasm of non-governmental organizations to participate in the employment assistance.It is expected to provide a solid guarantee for the “4050”personnel to successfully achieve re-employment through the multiparty linkage and efforts of the government,society and the masses.
