A Study On The Countermeasures Of Promoting The Employment Of "New Unemployed Group" By Chinese Government

The employment problem has always been one of the key issues of concern to the Chinese government.In particular,the number of unemployed people has been rising steadily in recent years,and the unemployed group is gradually getting younger.They are generally between 16 and 34 years old.It is also the main research object of this paper,"the new unemployed group".In fact,small-scale unemployed groups will not have a large adverse impact on the macroeconomic environment and will only increase the economic burden on their families.However,the existence of large-scale "new unemployed groups" will hinder macroeconomic development.Increase social instability,waste college education resources,increase family economic burden.Because the "new unemployed group" is deficient in its own ability Lack of social resources,coupled with the absence of a set of social security system to rely on,their employment problems are gradually prominent.In view of the above reasons,based on the methods of literature research and comprehensive analysis,this paper introduces the present situation of the "new unemployed group" in China,and analyzes the reasons for the formation of the "new unemployed group" according to the national conditions of our country.Based on the study of the employment policy of the "new unemployed group" from the five aspects of society,enterprise,school,family and individual,the author puts forward some practical and feasible public policy suggestions on the basis of drawing lessons from the domestic and foreign scholars to promote the employment policy of the "new unemployed group".Firstly,this paper systematically expounds the concept of " new unemployment group ",and analyses the main causes of " new unemployment group " in our country,analyzes the main causes of the formation of " new unemployment group ",and lays a foundation for the development of the employment policy of " new unemployed group ".Two countries,Britain and Germany,have established a sound employment policy,which provides a reference for promoting the employment of "new unemployed group".Finally,this paper puts forward the following five suggestions to promote the employment of the "new unemployed group" in our country: first,at the government level,we should broaden the employment channels of the "new unemployed group" and establish the dynamic information database.Set up specialized public employment service teams to support the development of the tertiary industry and small and medium-sized enterprises;second,at the enterprise level,reduce taxes for enterprises that employ the "newly unemployed" group and enjoy a policy of low-interest loans.The government provides employees training fees and social insurance funds for enterprises;The three is in the university level,the government has the power to push forward the educational reform,improve the accreditation of vocational education and improve the enrollment rate of high school education in policy;four at the family level,the government regularly organizes family meetings,rewards families who actively participate in employment,and gives punishment to families who do not actively participate in employment;five is at the individual level," The new unemployed group has their own vocational skills to improve their living environment.
