It is very important to select and appoint officials when China own officialgovernment policy."Mo-tse" pointed out:"The proper governance of a state is the right manwho you appoint". It is the basic way to appoint people on their merit. Tang TaiZong LiShimin in his “ZhenGuan ZhengYao” said,“The way for the government, but in a person”.Therefore, how to choose right people to the be officials reasonably, it’s the important behaveto ensure the normal operation of the state machinery and social long period of stability.In January1st,2006, the National People’s Congress approved the civil servant law, andit is the first law which carries in management of civil servant. The fourth chapter of the lawis “Recruitment”, it describes the legal rules of civil servants in the hiring process detailedly.Entering civil servant needs the test that has become the basic principles. In recent years,Chinese civil servant examination is most fierce than the college entrance examination andthe senior high school entrance examination. It is a major way to send new people to thegovernment agency, some institution and companies even use this way to select employee.Now Chinese civil servant examination is more and more normalize, it draws lessons from theChinese ancient imperial examination and the Western civil service examination system,combining the national conditions, and sets entry requirements in detail. Generally, the statecivil service examination and the provincial civil service examination will be held once eachyear, these are two big examinations. Now some places and government agencies hold examsaperiodicity.In recent years, the civil service exams are continuing fierce, many young men andcollege graduates, get ready to the civil service exams, some one even give up study and jobto became a professional examinee. Meanwhile, all kinds of civil service training institutionsare appearing, the cost of training is higher. However, contrary to people who prepare for theexamination, someone who has passed the examinations especially the young man, because ofwork, life and the pressure of money, repeated to participate in the civil service examinationto do the job-hopping, someone also resigned or dismissed, someone don’t like a young manand has the job burnout. Therefore, the civil service examination so fierce is normal? A largenumber of young people will input to the civil service examination study is appropriate? Acountry’s future development strength is mainly focus on the management of state andadministrative rather than new social creation and production? This will be the main problemof this paper.In this paper, the research object is the China civil service examination from theperspective of the civil service exam fierce, applying the theory of the Human resourcemanagement in public sector and so on, carding the a state in China’s the cadre and personnelsystem, and from the process of cadre system gradually formed of the civil service system, and reveal the social value orientation and social evaluation standard of Chinese, and thenfind the reason of the Chinese civil servant fierce,analyzing the main factors affecting thecivil servant system. Uniting Chinese national conditions, this paper draws lessons fromposition classification and the professional examination, try to improve the scientific Chinesecivil servant system do my contribution.
