The civil servant employment in China has been gradually formed with the reform and development for nearly30years.Its institutional framework becomes more and more clear and its working procedure is relatively well-organised.A large quantities of outstanding talented people has been absorbed in and it plays an important part in government efficiency and changes in a clean and honest administration.It is also a part of the necessities and importances in the civil servant employment reformation.However, there are quite a lot of drawbacks in the civil servant employment in practice,including in examination qualification、 examination content, system design, fair access and interview.It could be negatively impact on the civil servant employment and may even induce factors of social instability.Therefore.It has been the focus of public and academic concern on the improvement of the civil servant employment and the quality of civil service employment level. We should make the process more and more fair and strict.Although there a lot of research findings about problems disadvantages and couter measure studies on the civil servant employment at home and abroad.it is lack of deep dissection.The majority of studies on disadvantages is still on the face due to the restrictions of details and the strategy studies also need to be deepened.This article is based on the present practice and theory situation of the civil servant employment and clarifies the origins and problems of civil servant employment.It emphasizes on economics.society.culture and history and analyze and summarize the civil servant employment in the west.It proposes to learn experience from western countries critically in the civil servant system and find the correct examination standard and styles of the civil servant employment adapting to China combining with the practice in China.This article has already done a lot of researches on the civil servant employment in the west combing with the civil examination(including tests and interview) in recent years and a large number of literature.Through the phenomena.it analyzes and summarizes deeply on the problems of the civil servant employment at present.analyzes the reasons of the disadvantages of the civil servant employment from multiple perspectives, and put forward the countermeasure to improve the civil servant employment at last.
