In the21century, there are great changes occurring in China, where is in the keytime of socio-economic transformation, companying with varieties of publicemergency. According to the development regular of international community, therewould be economic ailments, social disorder, public psychological imbalance andsocial ethics having the necessity to adjust and reconstruct, when the GDP per capitaof a country or a region is in the developing stage range from$1000to$3000. At thesame time, the crisis would befall. Following the crisis would be the threateningtowards people’s safety of life and property and less order of society. Meanwhile, thegovernment’s ability to govern will be tested.Facing with public emergency, the ability of government to deal with emergencyis crucial to gain the support and trust of public, to ensure the delivery andimplementation of the policy, to establish the government image of responsibility andcredibility among people, and especially to keep the foundation of the party andgovernment being in power and the development of society in a stable order.Nowadays, we are living in the information age, which the technology of Internetimproves in a high speed. Under this background, the new media becomes popularamong people, so that everyone can know the news all over the world at once justthrough a small mobile phone or a short micro blogging which cause the emergencyspreading in a speed out of control and imagination. This condition also means thetraditional model that the government used to deal with the emergency is not suitablefor the current social environment. Now, how to transform the crisis to an opportunityis an important subject with useful practical significance.This passage analyzes the current situation of government’s crisis publicrelations through the emergency—the major EMU accident in July23rd,2011, pointsout the problems faced in the current government’s crisis public relations andproposes effective means of improvement in order to improve the ability ofgovernment in crisis public relations and strengthen its functions. In this passage, case study method, qualitative analysis method, anddocumentary research method are used to expound the views, No.1: Case StudyMethod, which is used to reflect typical problems more visually through cases andraise the effective means of improvement to solve those problems; No.2: QualitativeAnalysis Method, which is mainly used to define the key concepts of the governmentcrisis from the point of crisis management; No.3: Documentary Research Method,which is used to summed up the process of the government crisis public relations thome and abroad through literature.The first section of this passage is the introduction of the background and themeaning of choosing the subject and the main idea of the whole passage. In thesecond section, it explains the meaning of government crisis public relations,expounds the theory of risk and communication, recounts the features of new media,and clarifies the functions of government crisis public relations. The third section isused to give an account of the case of the major EMU accident, subjoining the typicalproblems of crisis public relations reflected by the case. In the last section, the meansof improvement to solve the typical problems reflected by the case will be put forwardin order to upgrade the ability of government in crisis public relations.
