A Theoretical Study On The Boundary Of Government

Along with the advancement of reform and opening up, the socialistmarket economic system gradually improves, autonomy ability of civil society risessteadily, citizens political quality and legal quality also has a harp improvement.Traditional omnipotent government positioning has been unable to adapt to thepattern of modern society, various power chaos emerge, which has hindered thereform process and delayed the modernization footsteps.In summary, present power mess mainly includes the random act in thefield of market as, inaction in the field of social security and so on. While the cause ofthe mess has two aspects from subjective and objective perspectives, the subjectiveaspect is mainly traditional omnipotent government positioning errors and weakconcept of the rule of law is weak, but also weak sense of responsibility. Objectiveaspect lies in the lack of necessary power restriction mechanism and punishmentmechanism.In order to solve these problems，I take the western theory of limitedgovernment as the research object to study on values of the limited government,which includes the relationship between government and individuals, governmentand society, government and markets since the formation of the theory of limitedgovernment. Through research， I try to make clear governments orientation andresponsibility in regulating the market, providing social security and safeguarding therights and interests of individuals. This article finally aims to indicate the direction forthe transformation of traditional omnipotent government.In addition, I summarize the development from the mixed regime to thedecentralized regime and the differences between the two types on the basis of thewestern limited model. At the same time, I also take America, Germany, Russia forinstance so as to sum up the common, feasible system among them in order to fillthe deficiency in limited power system of our government.However, there is noticeable difference in geographical, cultural, political,and economic aspects between China and Western countries. When use the helpful concept and system of? limited government for reference, we are supposed to takethe special national conditions of our country into account and constructcorresponding framework and? system model suitable for our country from theempirical point of view.
