The essay begins with the evolutional process of administrative power. On the base of it, the author analyzes the enlightenment that the evolution of administrative power gives the construction of limited government. Finally, the author studies the boundary of administrative power.In the first chapter, the author studies the evolutional process of administrative power of west countries and China. Before the 20th Century, the administrative power of west countries is weak. But since the 20th Century, it has become very strong. However, in China, the administrative power is always strong.In the second chapter, the author analyzes the enlightenment that the evolution of administrative power gives the construction of limited government. It mainly has four sections, such as the effect of economic system, administrative culture, historical period and property principle.On the base of the first two chapters, the author studies the boundary of administrative power on four aspects in the last chapter. The first is that the administrative bodies should vary. The second is that the government ought to maintain proper size. The third is that the government should change its functions. The final is that the government must build up the sense of service.
