| Since 2003,China’s public welfare job system has been running for more than ten years,in order to solve our employment difficulties,laid-off workers redistribution and other important issues,the Chinese government in the development of public welfare platform for a number of reform and regulation,through Provide a large number of work platforms to change the status of life of people with difficulty in employment.With the continuous development of the public welfare post,many provinces and cities have a large number of community public service jobs,for these jobs management at present there are still some urgent problems to be solved,such as the lack of transparency of public service jobs,the outdated management mechanisms,management methods and blind staff own quality is not high,the lack of the performance appraisal mechanism etc.In this paper,the official concept and development status of public welfare posts are analyzed in this paper.After a large number of existing literatures,this paper makes an in-depth study on the interviews of public welfare posts in Guandu District,Kunming,and analyzes the current situation of the development and management of public welfare posts in Guandu District,Kunming.Found that the public welfare of the official government in Kunming,there is not perfect policy,the development of a single channel,the incentive mechanism is not sound and so on several major issues.And put forward through the improvement of policies and regulations,improve the supervision and management mechanism,increase the skills training,improve the public welfare job incentives and other measures to solve and improve the current management situation.I believe that through the joint efforts of government and public welfare staff,public welfare jobs are bound to solve the employment problems of difficult workers to contribute to greater strength. |
