From1958to1960, a hot wave of the great leap forwardand people’s commune was raised across the country. However,the random adjustment of production relations had largelysurpassed the level of productivity development at thattime, what’s more, local cadres carried out the centralpolicies in a simple and crude way, as a result, manyproblems, like the "five winds"(anti-communization,commandism, disorderly direction, boasting and cadres’specialization) emerged nationwide, which made greatdamage to the development in rural areas.To fundamentally solve the problem of the "five winds",the central committee of the communist party of China issued“the emergency instruction about the current policy of thecentral committee of the communist party of China on therural people’s commune problem"(referred to as "twelvearticles") on November3,1960, which stressed that "tomobilize the public, launch a mass movement ofrectification widespread".
