Central Document No.1focus on rural issues For11consecutive years since2003."Three rural issues" is still the fundamental problems that impact China’s economic and social development because of the importance of their position.With the continuous expansion of the city, the suburbs of landless peasants has become a hot social issue in the process of urbanization.Therefore,enabling farmers activism has become a hot topic in academic research.In peasant activism centered academic research,the discussion of “Country‐farmers” relations concentrate on their confrontation.And finally formed the mainstream paradigm:strong countries and weak farmer fight with each other.This paper argues that conflict is just one aspect of the relationship between the state and peasant, while cooperation should be the other hand.This judgment is based on two reasons. First, in terms of reality,there is no problem of landless peasants in our wider rural areas, where urban expansion is far behind. And with government functions change to the service‐oriented, the root causes of the confliction between the government and farmers no longer exists.Secondly, the study shows that in rural areas there has always been cooperation in education, justice, between our government and peasant.In this paper, we carried an in‐depth study of a specific events with a case study approach. Through the merger of the local village community, we should supplement the theory of "national farmers’ relationship" critically, and furthermore,we wo uld like to present a new Road King explanation. The main discussion concentrate on two aspects:First, in specific field,the strength between nation and farmer is dialectical.Second,in a particular situation,the possibility of cooperation between nation and farmers exists.This paper is divided into four parts:The first part based on the current situation of China’s rural areas.Combing through existing theories about rural social formation and grass‐roots administration,then put forward the theory this paper concerned.Present the case process faithfully by using interviewing method and documentary method.The second part is the main part of the article.We will analyze the background of the case and the station action and farmer’s action in the case basis of the first part.Then explain the case more rational and clear.The third part is theoretical concern based on discussion in both part one and part two.We will point out drawbacks of existing theory.Then come to our own theory about “State‐peasant” relation.The fourth part is theoretical deduction based on the discussion of case.Present this paper’s conclusion:in a specific rural governance process, the State and the farmers’ cooperation is possible.Which needs to meet two basic conditions:The achievement of peasants’ needs and mutual trust between government and peasant.
