Township-village relationship refers to the relationship between the township governments that exercise administrative power on behalf of the state and the villagers committees that exercise the right of autonomy on behalf of the villagers. In essence, it is the relationship between state and society, between government and farmers, and between state power and civil right. Township-village relationship not only directly affects the operational effectiveness of village and township organizations, but also concerns the rural governance performance, which can further exert an influence on the socialism new rural construction and the long-term development of the state.Based on previous research findings, this study introduces some core concepts and a theoretical analysis framework, takes a survey of how the township-village relationship has been evolved in history, and proposes the change path of township-village relationship since the founding of the People’s Republic of China:"administrative ordering model"—"controlling and directive model"—"interactive and cooperative model".The main body of this study elaborates the problems implied by the imbalance in the township-village relationship and the correspondent reasons. There are four major problems:mutual extrusion between township administration and villager autonomy; absence of guidance from township administration and alienation of villager autonomy; township financial predicament and scarcity of public service provision; estranging relationship between cadres at grass-roots level and the people. And the reasons can be concluded as follows:pressure system and its "inertia"; imbalance between financial power and routine power in local fiscal system; restriction from traditional rural social factors; diversification of interest subjects in rural areas during transitional period;trend of party-government integration in grass-roots governments and village organizations.Above all, aiming at constructing an interactive and cooperative township-village relationship, this study puts forward the following three adjustment methods:the normative approach of enhancing system supply; the pluralist approach of deepening governance theory; the adaptive approach of reforming rural governance structure.
