Corruption is universally acknowledged to be the “chronicdisease” in politics, which hampers the sustainable as well as effectiveoperation of the government. In our country, we must emphasize moreon solving this problem since our party (the Communist Party) will bein power in a long term. It has been pointed out on the18th NationalPeople’s Congress of the Communist Party of China that corruption is aproblem which attracts people’s attention. If this problem is not solvedproperly, our party will receive horrible harm. What is worse, it mightlead to the destruction of our party and even the whole nation. In fact,there have been a large number of literatures on the corruption problem,focusing on aspects such as the causes, current situations, main harm,and the solutions of it. The main aim of such academic studies is tomaster its inner rule and thus figuring out suitable and effectivemethods for our nation.In recent years, the word “conflict of interest” has entered theview of our party and the academic world. Especially, the clear-cutconception of “establishing and perfecting the system to preventconflict of interest” on the Fourth Plenary Session of the17thCommunist Party of China for the first time, has offered a new thoughtas well as a new strategy to our current anti-corruption work. Indeed,the international society has achieved consensus on restrainingcorruption through the prevention of conflict of interest. As aconception of integrity politics,“conflict of interest” has been ratherpopular in the international political arena. In our country, the academicworld is not lack of discussions around this, but it has not got arelatively mature or systematical study. Therefore, this paper on thepremise of the “Rational-Economic Man” presumption in economics, takes examples from the existent research results in this field to doanalysis. It will focus on the manifestation and causes of the conflict ofinterest when civil servants are making policies, performing duties, andwhere they appear in collective representations. Through such analysis,this paper tries to offer suggestions on relevant problems.This paper mainly consists of three parts: introduction, body andthe conclusion.The introduction part mainly includes the background informationof this topic, the current studying situation on this topic in China andthe research methods of this paper. The body is composed of three parts.The first part mainly discusses the basic connotation of the conflict ofinterest, its fundamental elements and primitive types. By defining thebasic conceptions, the author lays foundation to later argumentation.The second part, through the analysis of interest conflict, introducesdifferent manifestations of it and especially argues the causes of suchdifferences. The third part, on the basis of the conception elaborationand causes analysis and with help of experience in this field fromabroad, tries to offer an effective path which suits our nation to avoidthe interest conflict. In the conclusion part, the author points out thatinstitutional improvement alone cannot avoid such conflict. To gain abetter anti-corruption fruit, we have to base on our nation’s reality andtake experience from abroad. Specific suggestions helping building asystematic and all-around mechanism preventing conflict of interestsuch as perfecting the relevant regulatory frameworks, intensifying ourexecuting forces, purifying the outer functioning environment are alsooffered in this part.
