China is a socialist country. It is our party’s foundation and administrative objective to maintain its citizens’statuses and legal rights as masters of the country. In retrospect of the history of civil communication right since China’s reform and opening up, we can summarize the shortage of our country’s political and legal security system in the protection of civil communication right. According to this, government can continue to deepen political restructuring and to strengthen China’s strategy of ruling the country by law. It is of great significance to promote and guarantee the development of civil communication right system in China. Besides, we are able to generalize universal values which are required.It provides a more effective reference of civil communication right system for the ever changing and complicating communication environment in the future.There are three parts in this paper. The first part is introduction which briefly explains some basic concepts. For example, what is communication right, what is autonomy and heteronomy. This part can lay a good foundation for further elaboration in the next part. The second part includes chapter1to chapter4. This part is based on historical facts. According to the great changes of social and communication environment, the development of Chinese civil communication right can be divided into three stages since reform and opening up. They are early stage of the reform, network era and social media era. The third part summarizes the gain and loss of Chinese civil communication right in recent ten years. Also some suggestions are made in this part about some problems as follows. At last, the conclusion makes a conclusive explanation of the central argument of this paper.
