Study On The Problems And Countermeasures Of Legal Aid Work Of Linghe District Of Jinzhou City

Legal aid is a legal guarantee system to provide unpaid legal services for the poor and weak groups of economic difficulties and special cases.As one of the important work of the reform of the party's central judicial system,the nineteen major report of the party emphasizes that the reform of the judicial system is carried out in depth and the judicial responsibility system is fully implemented,and every citizen should be in the judicial case.There is a sense of fairness and justice in the piece.The work of legal aid is able to safeguard the interests of the poor and weak groups and special cases,and to show the fairness and justice of the law.The legal aid center of Jinzhou Ling He District has been approved by the district government in 2001.It has been 17 years ago.It has been advancing in the exploration and formed the established mode and process.However,there are also problems that restrict its development,such as the shortage of full-time lawyers,insufficient funds,poor linkage of departments and so on.Under the guidance of the theory of state responsibility and the theory of social contract,this paper analyzes the causes of the problems in the practice of legal aid in Ling He District,and puts forward some suggestions for solving the problems.The specific contents include:first,the one or two chapter outlines the background and significance of the research,literature review,research methods and innovation points.Besides,it summarizes the relevant theories of legal aid,including basic concepts,models and theoretical foundations;the third chapter mainly describes the general situation of legal aid in Jinzhou Ling he district.The fourth chapter is the key chapter of this study.Through cases,comparative studies and literature analysis,the main problems of legal aid work in Ling He District are as follows:county level legal aid legislation is low,disjointed with judicial work,and funds can not guarantee all legal aid cases.The application,the time limitation,and so on.The reasons for the above problems include:the lack of legal support for legal aid,insufficient financial support,poor linkage of departments,and so on.The fifth chapter puts forward the corresponding countermeasures:strengthening the legislative support of legal aid,establishing a perfect fund guarantee,and increasing the publicity of the policy of legal aid.The conclusion is that the improvement of legal aid in Ling He District is a popular project.Some problems should be paid close attention to and should be gradually resolved in the future development.The research of this paper can provide reference and reference for the development of legal aid work at county(District)level in the same situation as in Ling He District.
