On The Perfection Of Civil Service System In China

This paper aims to figure out the existed problems in civil service system in P.R. China and gives suggestions of how to improve it.Service is very important in the civil lawsuit activity. The service system reflects the requirement of procedural justice, which is also the essential requirement of the lawsuit activity. With the development of the country and the progress of the legal system, the defects of the service system as well as the difficulties in service are rising, which restricts and hinders the efficiency and quality of trial. Many experts and scholars have been exploring on how to solve the problems of service, yet with little satisfactory progress. Common efforts of the theorists and practitioners are urgently needed in how to scientifically design the civil service system in our country and how to make the actual operation efficiently and smoothly. In this paper, the service system is researched from theory to practice with case study and comparative study method. Some problems existing in our practice are discussed. The bias of our legislation guiding ideology in current civil service system and the defects of our service mode are also analyzed. It then points out the development direction in modern civil service system, like making party doctrine as standard, learning the foreign advanced experience combining with the actual situations in China, realizing the modernization of the civil service modes and making more regulations on service system. Some suggestions are also put forward for the improvement of the civil service system.
