As an important part of civil action system, civil service system plays an importantrole in enabling the civil procedure to run smoothly, whose efficiency to some extentdecides the efficiency of civil trial. With the rapid development of China’s economy andgreater mobility of Chinese population, the number of civil cases in on sharp rise and theservice is more difficult to be provided. Besides, China’s legislation on civil servicedoesn’t keep pace with times.
