A Study On The Development Of Folk Volunteer Organizations From The Perspective Of "Governance"

Since the Wenchuan Earthquake, the folk voluntary organizations in our nation have manifested themselves in conquering the natural calamities, which is recognized to be a symbol of strength in the awakening of our society. However, due to the fact that the folk voluntary organizations got off to a late start in China, we have come across many changelings in the practical work."Strong government, week society", the present situation determines that the solutions to these problems lie in the government itself. Therefore, to build a harmonious society and to innovate the social management, we have to make clear the governmental responsibility in folk organizations and analyze the problems under the guide of relative theories. Meanwhile, as a new public management theory booming in1990s, the governance theory is focused on the power of the society, and claims the harmony among government, market and society. With the multi-center management mood, it is the practical guidance of how to identify the governmental responsibilities in folk voluntary development.Hence, based on the governance theory, if we can apply the governance theory to the folk voluntary service, it will really be of great help to the government, our society and the folk voluntary organizations as well. That’s the main aim of the whole paper. In a conclusion, this paper, however, from the point of the government and with the governmental responsibilities as the starting point, questions the traditional approach of the government controlling the whole situation and reshape the relationship between the government and society, which is a totally new attempt.
