The Study On The Problems And Countermeasures Of Youth Voluntary Organizations'Participation In Social Governance In Tongshan,Xuzhou

Social governance is a complex social activity.It involves the participation and benign interaction of multiple social entities led by the government.Youth voluntary organization is a group,a team or an organization which is composed of a certain number of young volunteers and takes promoting and spreading volunteerism,launching or promoting voluntary actions as their business Scope.In recent years,because of their unique motivation,flexibility,breadth and value,more and more voluntary social organizations play an irreplaceable and important role in the entire social governance process.A survey of youth voluntary service organizations in Tongshan,Xuzhou proves that: the number of young volunteers registered in the system reaches 100,000,but the overall qualities of volunteer service and professional volunteering abilities are very low.Although youth voluntary organizations cover many areas like party and government agencies,social organizations,and non-governmental organizations,there are many problems.For instance,the actual number is not large,the management is not standardized,the governance area is narrow,and the operation results are poor.The reasons are diverse.On one hand,the Self problems of voluntary organizations include short time of development,lack of relevant experience,deviation in the role of participating in social governance,unclear goal setting,the complex identities of the members in the organizations,and difficulties to manage etc.On the other hand,it has something to do with the unsoundness of the relevant social governance laws and regulations in China,the imperfect mechanism,lagging research of related theories,and lack of theoretical and intellectual support.As an important force in basic social governance,the status and level of youth voluntary organizations' participation in social governance determines its own social value and development prospects and it is an important sign of the development progress and governance level of human society as well.We need to conduct in-depth social investigations,find out the basic status and existing problems of youth voluntary service organizations in basic level,comprehensively analyze its causes and constraints,explore effective countermeasures of promoting youth voluntary organizations to participate in social governance on the basis of learning from developed countries and regions.Firstly,strengthen related laws and regulations and guarantee the orderly and standardized development of youth voluntary organizations.Secondly,create a good social environment to improve the social status of youthvoluntary organizations.Thirdly,improve the management mechanism of youth voluntary organizations and form a good operating system.Fourthly,establish a long-term mechanism to improve the development of youth voluntary organizations.In order to implement the proposal of General Secretary Xi Jinping,"a good blueprint in which everyone participates in social governance and everyone is responsible for it."...
