Since the reform and opening up, the rapid development of market economy enhanced the living quality, and intensifies the conflict between public power and civil rights. Social development brought by economic development improves the politic sense and enhanced the demand of political participation. However, without adaptable standardized channels of interest expression, political disability and political disorder would be easily brought along.Government-public interaction in internet is a unique phoneme of bilateral communication between government and public in China. The internet, as a channel of government-public interaction, demands the support of effective political system, and vice versa. Effective communication meets the requirement of democracy in civil society and civic governance, and thus would contribute to political stability in political modernization.This thesis will use the view of new institutionalism to analysis the effectiveness model of government-public interaction in internet, which is built by the author. The model is set under the theory of civil society and the process of the governce of public sphere. This thesis will analysis the function of the model under the process of political development and political democratization, in the aim to make some efforts to build the standards of measuring effectiveness.The author indicates that effectiveness in the process of government-public interaction divides into two parts. In the view of government, the effectiveness is accumulated by the legality of public participation. In the view of citizen, the effectiveness is embodied in the interest expression process of communication between citizens, and between civic groups and government. The citizen and government discuss and exchange opinions in the process of decision making, which helps to build the legitimacy, and thus reach the goal of effective government-public interaction.What’s more, the internet, as a prosperous form of new media, has increasingly effect on traditional form of media. New model of spreading in opinion is taking shape, which has put effect on the process of government-public interaction as well. Future explore on the build of government forum and micro-blog online, in order to enhance the effectiveness of government-public interaction, is still an unfinished work remain to be discussed.
