Under the background of economy and democracy, technology updates quickly. Now that the knowledge of the public is enlarged, and the political awareness of the public is developed, the willingness of political participation and expressing ideas and opinions is stronger. Nowadays, plenty of channels for public expression are established, which actually makes the expression of public will better. However, the diversified interests of the public and the diversified expressing channels are the new challenges for governments. On one hand, whether the diversified interests could be expressed throughout the public expressing channels should be considered. On the other hand, the diversified channels are changing the individualized political philosophy. Therefore, to establish the public expressing channels and to solve the problems of public expressing channels become the important missions for governments. Local governments have most connections with citizens and are sensitive to public will. Although local governments are thought to reply citizens quickly, there are lots of problems of public expressing channels. Consequently, the study of public expressing channel problems and finding out the reasons for the problems release the pressure of local governments, which are from diversified public interests and public expressing channels. Additionally, this study could give suggestions to local governments for public administration.Under the view of local governments, this thesis states the public expressing channels and its problems. After points out the reasons of the problems, the thesis gives out the idea of how to establish the public expressing channels. The first part is explaining the four theories, namely Citizens’ participation, democracy, the new public service theory and the rationality of public service. This part also explains why the public expression and its channels are required by these four theories. This thesis states the relationships between the four theories and public expression, especially on the local level. Based on these four theories, the thesis could explain the public expressing channels and its problems later as well as find out the ways to solve the problems. The second part describes the three types of public expression channels, totally six channels. The three types of public expression channels are system channel which contains people’s congress system and council system, government channel which contains government service channel and government research channel, and media channel which contains traditional media channel and internet channel. When talking about the local public expression, the six channels should be local people’s congress system, local council system, local government service channel, local government research channel, local traditional media channel and local internet channel. This part also explains how people express their opinion through these six channels. The third part analyzes the problems of the six channels in public expression and finds the reasons for the problems. This thesis points out that the systems, philosophies and regulations are the reasons to form the problems of public expressing channels. The last part gives the suggestions for how to develop the public expressing channel based on the reasons of the channel problems.
