At present, the emergency in China goes to the frequent period. All kinds of emergency such as natural disasters, accidents, disasters, ethnic conflicts, religious events and man-made terrorist events stimulate the public's nerves with increasing frequency. Based on the analysis I pointed out that China's current crisis management system in the aspects of providing security, preventing a crisis, alleviating the loss caused by crisis and protecting the interests of the state and people have already played a tremendous role, but as the direct "affected body", the role of the public in the participation in the government crisis management has not yet been effectively acted. There are problems existed in the process of public participation in government crisis management: public rights and responsibilities for participation in crisis management is unknown; public involved in low capacity; organizational foundation is weak and public involved in a serious disorder and so on.There are some reasons for causing the problems: the limitation of traditional emergency mechanism; the imperfections of the law and institutionalization; the constraint of the traditional concept; the lower overall quality of the public responsing to the crisis, etc. Based on this analysis, the last part mainly discusses the approach to improve public participation in government crisis management based on current state of the crisis management. The suggestion includes: improving the legal system; completing the information sharing mechanism; encouraging the development of civil society organizations; forstering the ability to respond to crises and so on. All the suggestions are intended to make the diversified partieipation mode more perfect and effeetive.
