Policy Tools And Welfare Thinking In Social Transformation

This paper is a study on the institution change of the disable’s employment since1949by historical comparative method. This paper focuses on the selection and adjustment of Government policy instruments, to analyze the reform stages and social results of institutional arrangements, and to analyze the conflict of the social welfare thougnts behind the changes. It concluded that the development of the disabled employment pattern has always been associated with economic reform in China gradually to meet the requirements of market economy. On the one hand, the social welfare enterprises which was formed in the planned economy and be the core of Centralized employment patterns, is gradually declining in the transition to market economy. Its function of a public enterprise, one of the mandatory policy instrument, has changed significantly. On the other hand, policy instrument of the tax incentive is continuously strengthened to become more important in the market economy. It also noted that in the choice and adjustment of policy instruments is accompanied with conflicts, including the collision of various thougnts in the ideological field, and Power struggle between different government departments. In the end of the paper, it proposes some recommendations on the emerging new system which combines concentrative and dispersive model of disable’s employment.
