As the reform for harmonious society deepens, more and more attention has been paid to social vulnerable group, especially the disabled. Their social welfare, to a large degree, reflects the development of social security and social advancement. However, the newly-founded security system has failed to do a good job, whether in theory or practice, putting the disabled in a disadvantaged position. Therefore, finding out the problems in the welfare and exploring the right pattern for the handicapped means a lot to the work for the disabled and the harmonious socialist society.This essay deals with the problems in question theoretically by applying basic theories—economics, Keynesian orthodoxy, theory of social rejection and plural nationalism, and theories of welfare for the disabled such as supporting theory, theory of returning to the community and the theory of empowerment. Specifically, this paper provides with a general picture of the security study of the deformed, both home and abroad, and then, by analyzing the current situation in china, reveals the flaws of the security network in terms of medical care, job, education, culture and environment It also draws from the way for the disabled in developed country experience, positive and negative, to improve the system of our own. By doing what's been mentioned above this thesis brings forward solutions to improvement including perfecting relevant legal system, eliminating discrimination of the deformed, and increasing investments and involvement of NGO in this connection, thus forming a new welfare system supported by a multi-layer network of family, community, government and society.
