Research On The Problems And Countermeasures Of Welfare For The Orphans And Disabled Children In Shijiazhuang

As of the end of 2016,there are about 9 million children with disabilities,accounting for 2.66% of the total number of children.There are 502,000 orphans in the country,there are 104,000 people living in public welfare institutions and 47 million for the orphans.In recent years,China's children's welfare system has been gradually improved and the level of welfare protection has been improved,which has benefited many of the orphans and disabled children in hot water.Orphans and disabled children in society is the most difficult,the most vulnerable groups,they need the care and protection from society,orphans and disabled children's welfare and security policy are the basic content of children's welfare.The welfare policy of orphans and disabled children is of great significance to ensure the rights of orphans and disabled children,to meet the needs of orphans and to promote the development of physical and mental health of orphans and disabled children.This paper takes the orphans and disabled children as the research object,and studies the welfare of children with orphans and disabled children in Shijiazhuang.First of all,this paper introduces the research background,research significance,research status quo,research methods and so on at home and abroad,and then defines the core concept.Secondly,it introduces the basic situation of orphans and disabled children in Shijiazhuang,combs the welfare system of orphans and disabled children,and conducts a questionnaire survey on the welfare of orphans and disabled children in Shijiazhuang City.Respectively,researches from four dimensions,the living conditions,educational conditions,medical security status,spiritual relief.This paper uses the methods of literature analysis,questionnaires,chart analysis and interviews to further understand and master the real situation of the welfare of orphans and disabled children in Shijiazhuang,and discusses the present situation of the relief system of orphans and disabled children,and analyzes the welfare of orphans and disabled children in Shijiazhuang,lack of government support in the implementation of policies,low welfare level of welfare institutions,lack of diversity participation and particularity of welfare.Finally,explores the feasible strategies of the welfare policy of orphans and disabled children,and solves the government support problem by improving the government support as the starting point,then increasing financial capital investment and establishing orphans and disabled children welfare protection coordination mechanism and improving orphans and children's policies and laws.We will improve the welfare of welfare institutions by strengthening the infrastructure construction,strengthening the construction of the professional team of welfare institutions,improving the enthusiasm of the welfare agencies.To ensure the social participation and spiritual relief of orphans and disabled children,by encouraging social participation in the welfare of orphans and disabled children,paying attention to spiritual relief and harmonious development to solve the problems of lack of social participation and special care of orphans and disabled children.
