Along with the further development of reform and opening-up and the gradual establishment of market economy constitution, the relationship among the state^market and society is changing quietly. As a intermediate form between the national system and market system-non-governmental organizations have the existence of space and obtain the development opportunities hitherto unknown. With the differentiation of women’s groups during our country’s social transformation, the new women’s NGOs as the spokesman gradually rise, cover the shortage of the country’s public management and service, and meet the diversified requirements of women’s way of life.At present, the women’s federation organizations are still the largest NGOs in China,with play both governmental and non-governmental organizations role for the protection of rights and interests of women’s development. In the conditions of the cultivation of civil society and the transformation of government functions, the women’s federation organizations face the change of competitive status for the rise of new women’s NGOs, and gradually appear insufficient due to the lash of new women’s NGOs advanced management and service concept. Although the development of new women’s NGOs in China is still in initial stage, but these NGOs fill the shortage of the women’s federation organizations public welfare, and gradually show their unique vitality and value in the social management and service.This paper draws lessons from the theory of government functions and NGOs, with the domestic and international environment change women’s NGOs’type, situation and role, decomposes that the new women’s NGOs are lack of service construction, system equipment and credibility, analyzes that the main reasons for above problems come from NGOs’common defects, lack of encouragement, power and social supervision. The women’s federation organizations and new women’s NGOs are two important forces, this paper focuses on the relationship between both above organizations, taking Shenzhen as an example, expounds the advantage and problems of women’s federation organizations, suggests that women’s federation organizations should take the right strategy to respond the rising of new women’s NGOs, strengthen the guidance to new women’s NGOs establish a harmony and win-win relationship? Through the above analysis, this paper offers a proposal for the development of Shenzhen’s women’s NGOs, makes some suggestion to new women’s NGOs on how to realize sustainable development between service and development, the government should lead and supervise new women’s NGOs on the same time, promote new women’s NGOs sustainability.
