The super-ministries reform of the government departments is a hot topic in China’s current administrative system reform. In the recent years, the number of the government departments was reduced in both central government and local governments after the reform of the super-ministries. However, the efficiency of the departments did not increase as expected after the reform, there are still some shortcomings existing in the governments that are criticized by media and the public.As one of the directly under departments of Shenzhen government, Shenzhen Traffic Department has started the major traffic management system reforms within Shenzhen City early since1984. After several times of reforms, Shenzhen Traffic Department has come up with methodologies for major traffic reform that develop from small to big, from simplex to synthetical, and formed the major traffic management pattern coordinating Land, Sea, Air, Railway and Post transportations. The Shenzhen Traffic Administration Subject also went through the development from Traffic Command Headquarter, Traffic Office, Traffic Bureau, Transportation Bureau, Traffic Bureau, to Traffic Transportation Commission. August2009, Shenzhen Traffic Transportation Commssion (STTC for short) was born in the super-ministries reform of Shenzhen government departments, adding the functionalities of planning, designing, constructing, maintaining and protecting municipal roads (highways), and traffic transportation management. The contents of Shenzhen major traffic management are richer, and also more challenges to the major traffic management subject. The found of Shenzhen major traffic management subject-STTC is the outcome of China’ super-ministries reform, this article is using it as the miniature, using the organizational system theory as theoretical base, introducing Quinn’s organizational effectiveness model, seeing STTC as an open system, analyze and research the root cause of the problems existing in the current work of STTC from internal structure design, functionality settings, staff motivation, and service providing to the public. At the same time it learns from the advanced experiences from New York Transportation Bureau, propose the way to develop new type, high efficient major traffic management subject.Using STTC as case study, this article unscrambles the super-ministries reform of China’s government from the perspective of organizational system theory. It borrows the good experiences of the government self-construction when developed countries, and cities are practicing their super-ministries management, study their methodologies, and try to come up with some related suggestions to the government construction after the super-ministries reform.
