Classification management of public position is the inherent requirement for scientific, standardized and systematic management of public position, the external requirement for improving administrative efficiency and transforming government functions, also the basic systems designed in Civil Service Law. China’s public position classification management is still in the initial exploratory stage, classified management job analysis and human resource management techniques, so that our classification management classification is too simple, does not yet have the job management posts classified within the extension and external content, northe formation of scientific, standardized, systematic classification of management system.In this thesis, job analysis, job evaluation and other modern human resource management techniques to analyze and analysis of the2010classification reform first pilot unit in Shenzhen-Shenzhen Transportation administrative law enforcement detachment public office.Current public position analysis, division of tasks in various positions, key factor s to position qualification and performance requirement were analyzed by Functional Job Analysis (FJA). Data, human and object were quantified according with FJA fram ework. Quantified evaluation for public position was formed by Point Method. Using the results of job analysis and evaluation, current public positions were divided as5se ries horizontally:administrative leadership, administrative inspection, traffic administ ration, law affair, and general administrative. Public positions were divided into6gra de longitudinally, and at the same time to determine the rank relationship between the various positions in the same series. The grade and series form a clear public position classification management system. Solve the corresponding category management for the existing problems and the unit’s human resources as a basis for subsequent management recommendations to explore an operational promotion of public-sector job classification procedures and methods.
