Research On The Classification Evaluation For Handling Emergencies Of CAPF

CAPF(China Armed Police Force) is the main strength of the state and government to deal with all kinds of unexpected public cases. The inherent complexity and randomness of unexpected events makes it difficult to identify the seriousness of the incident quickly in the progress of handling public events by armed police, especially when the situation has the trend of spreading or transforming ,it's more difficult to make a corresponding pre-judge and take appropriate measures in a timely manner quickly. Through the research and analysis on the emergency disposal mechanism of the Armed Police Force, we explore the weak links and shortcomings of the Armed Police Force in the emergency disposal, clear the role of the Armed Police Force at the national emergency management system. On the basis of analyzing the public emergency hierarchical factors, we combine the comparative analysis, qualitative analysis and quantitative research, study the public emergency classification evaluation suited to the Armed Police Force which is for the use of realizing to grade the case. Consequently, we explore a scientific and effective approach to the disposal of public emergency for the Armed Police Force, improve the public emergency scientific decision-making capacity of the Armed Police Force, consummate the Armed Police Force even the national emergency management system further. The main contributions of this thesis are as follows:The thesis discusses the concept of both the emergencies and its management and the relations between the two and the roles, characteristics and types of emergency management's classification evaluation, the national emergency management system, as well as the status and role of Armed Police Force in the system. And then, we analyse the functions, tasks and characteristics of emergency Disposal by the Armed Police Force, as well as the existing problems in it. At last, we build the quantitative classification model based on the fuzzy comprehensive evaluation method, and applied it to the practice of emergency disposal by CAPF. Thus we try to realize the Armed Police Force's rapid identification, classification disposal and the scientific decision-making to the emergencies in response to incidents.
