Research On Classification Management In The Background Of Informationization

The classification management(CM)is the source and foundation of confidential work.The work of CM is done well,which lays a solid foundation for the follow-up work of the confidential management,and then the confidential management resources can be used in the most protected areas.If the CM is not done well,the state secrets cannot be accurately defined and declassified in time.This problem causes that the security costs are improved,then the disclosure and utilization of information is obstructed.Therefore,the CM is the first and foremost work to protect the state secrets.In the context of informatization,the information of state secret is digitized and the carrier of classified is electronic,and the subject of classification is diversified.Moreover,the CM faces many challenges,then the management modes and methods of the secrecy are constantly changing and upgrading.The traditional methods of CM with strong subjectivity still rely on manual work,which lacks the informationization to assist the support means of classification decisions.Moreover,there are still some main problems for the CM in our country.Firstly,the system,responsibility and authority of classification is vague,and the state secrets are uncertain and inexplicable.Secondly,the procedures of CM and the state secret signs are not standardized,causing that the procedures are not strictly enforced.Thirdly,the management methods need to be improved and the phenomena of hidden dangers in network leakage is existed,and the confidential electronic documents are difficult management,leading to the low informationization level of CM.Therefore,it is necessary to further improve the system of CM,strengthen institutional guarantees,standardize the process of classification,clarify the basis of classification,implement the responsibility of classification,and take measures to focus on the advantages of computer information technology to provide technical protection for CM.This paper analyzes the problems of the CM to discuss the new characteristics of the CM in our country.Combined the typical case of the CM and compared the experience of the United States,Russia and other countries,the main problems and reasons for the existence of CM in our country are drawn.Furthermore,the measures and suggestions are put forward to improve the CM,and then a new way was explored to adapt the informational background.In addition,this paper gives a functional architecture of the CM information system by combining the development trend of the CM.All aspects work of the classification are managed to standardize the process of classification,clarify the responsibility for classification and establish a data base for classification to extract secret points automatically.Moreover,this system also implements the function of security auditing and risk early warning,which can dynamically manage confidential documents.Therefore,this system can provide a basis and means for regulating classification procedures,strengthening classification supervision,promoting declassification in time and investigating accountability for classification.
