Hiring college graduates to serve villages is a major decision made by the Party Central Committee and the State Council. The project of "little village official" starts from the mid-1990s, which is increasingly received attention by the society. Developing rapidly from nonexistence,"little village official" gradually converts into a "trend" from a "phenomenon". Based on long-term practice, the "little village official" project has been incorporated into the national political power construction, and has become an important strategic move of national new socialist countryside-construction. As highly educated workers, college students are of high cultural knowledge and intense working enthusiasm. Their accession injects the rural cadres with vigor and vitality, playing a positive role on improving the rural grassroots organizations and promoting the rural economic and social development. Up to now, there are nearly20million little village officials working in rural areas. The rapid development" of "little village official" has aroused widespread social attention from top to bottom, also attracted the eyes of scholars. By researching and analysing from the national strategy, times background and the practical significance and function of "little village official", many scholars hold that the project of "little village official" is a crucial strategy for the nation to strengthen new countryside-construction and to reserve primary personnel for the Party and government, which gives full recognition to the macro-significance of "little village official" policy. However, some scholars point out there exists some fatal flaws on legislation in the implementation of "little village official" project, and therefore the identity position of student officials become blurred. Furthermore, they query the role of student officials in actual work, and also expresse their concern about the prospect of policy.Since Zhejiang Province has unified the arrangements of the student-official selection in2006, Wenzhou City annually recruit a number of graduates with the education of full-time college or higher degree to work in rural communities. Till June2010, the number of student officials serving in the rural areas of Wenzhou has reached2936. What’s the work and life situation of little village officials in the grass-roots organization of Wenzhou? What’s the role they mainly play, and what are the specific issues? How to protect the "little village official" policy in Wenzhou in sustainable and healthy development? This paper briefly discusses the theoretical basis and practical basis of the implementation of "little village official" policy, and analyses the student officials in Wenzhou on the sex structure, political status, education background, professional structures, working conditions, remuneration, motivation and future plans to apply for village officials, job satisfaction and so on, which affirms and praises little village officials in Wenzhou City of exerting positive effects on the promotion of the village (community) grass-root cadres construction, on the improvement of the working initiative and policy execution of village (community) grass-root organs, and on the contribution to the construction of village (community) grass-root democracy and other aspects of rural civilization, etc. Meanwhile, there are some problems in executing the "little village official" policy, which mainly manifests in such issues like student officials’insufficiency in mental preparation and work ability, their temporary work orientation and obscure identity positioning, heavy use and light training of some departments, and low remuneration, inadequate career planning, dim prospects of student officials, etc. These problems make the student officials’role in the rural areas marginalized, and severely affect the working enthusiasm of student officials and the implementation of the policy. How to solve these problems? And how to promote "little village official" policy to play its due role effectively and in a long term? This paper proposes some countermeasures and suggestions, holding that the first task is to solve the two basic issues of social recognition and legal recognition to student officials,which hinders the them to function, and to obtain recognition and support of the masses, especially the grassroots community, to eliminate the legal obstacles on the "little village official" policy. Simultaneously, it is necessary, from the level of practical operation, to take measures in the job specifications of "little village official", training system, management&evaluation system, incentive mechanism, exit channels, etc., by overall managing and system-designing the career planning of "little village official", to ensure that student officials in the rural areas can "stay there, work well, and have prospects".
