| The policy of university student village officials is an innovative work put forward in accordance with the state of national development and the concrete reality faced by the Party.The policy of university student village officials has been implemented since 1995,and has been improved and perfected in a series of ways,from Jiangsu Province to the whole country.The policy of university student village officials has become an important way to cultivate rural grassroots party and government cadres and reserve high-quality management talents.Since the implementation of the university student village official policy in2008,Heilongjiang Province has recruited more than 6000 people to enrich the grass-roots work force,broken the barriers to the shortage of rural talents,improved the structure of grass-roots cadres,further consolidated the rural party and government foundation,and achieved good results.However,some problems have emerged in the course of the implementation of the university student village official policy,for example,the floating system of the university student village official has not been established,the policy guarantee is difficult,the incentive mechanism is not in place,the training and education is not perfect,and the identity definition is less.Therefore,The author began to carry out a detailed study on the implementation of the policy of university student village officials in Heilongjiang Province,deeply analyzes and excavates the obstacles to be solved,and finds that absorbing talents is the foundation and managing talents is the key.This paper analyzes the existing problems and solves them one by one by studying and drawing lessons from the selection and employment of the community and grass-roots public servants at home and abroad,and puts forward some suggestions and suggestions for the implementation of the policy of university students’ village officials in Heilongjiang Province. |
