With the widespread awareness of the impact of mega-event, local governments is competing to hold mega-events in order to enhance the visibility of the destination quickly and to build the city’s calling card as well as to boost the city’s economic development. At the same time, the Chinese tourism governance regime is undergoing the transition process from government-led to the government-capital-growth-alliance. Since the emergence and development of regional mega-event is embedded in a certain social network, and the evolution of the system profoundly affects the network of social relations, and further affect the governance structure of the event. Questions rise:when social governance structure evolutes to the government-capital-growth-alliance, will the governance structure of local event change in turn? Does this governance regime exist in the governance of local events? Is this pattern of development also reflected in the planning and operation of a regional event?This paper reviews the current events tourism research. There is not much direct research on mega-event governance networks, but some studies are related. Mainly including three categories, the first category of research focuses on the regional impact of events. The second type of study focuses on the perception of residents and tourists on event. The third one is about stakeholders and event management. This article attempts to understand the network structure of a mega-event by social network analysis, so as to understand its governance regime, and then understand the reason, method and result of an event, as well as why to take this method and how to cause such results.This paper analyzes the stakeholders of Liuyang Fireworks Festival governance network, namely government, enterprises and communities. The truth has been found that the interests of the Fireworks Festival are allocated by the former two, while the community did not participate in this allocation. In order to establish the position of the stakeholders in the network structure, the paper selected several representative events for social network analysis. The results of degree centrality and betweenness centrality analysis show that the governance network of Liuyang Fireworks Festival is government-capital -growth-alliance.In a summary, the governance network of Liuyang Fireworks Festival is still a comparatively centralized network. The first center of power is the operations center, which is the government; followed by is the operations center, which is enterprise. Obviously this is a structure of government-capital-growth-alliance. This structure still has some defects, namely the lack of community involvement. Therefore this paper suggests that the community should be introduced in the network. This requires the efforts of both government and community.
