With the acceleration of social transformation and rapid economic development in China,mass incidents have become a social concern.In the mega-cities,there is a new and special group event brewing and occurring.As a new type of group events,group incidents of "quasi-residential" projects have continuously erupted in mega-cities,which poses a serious threat to social stability and social order.As a new type of group event,it refers to a series of group behavior,such as petition,demonstration and traffic jam,adopted by a specific group of "quasi-residential" owners in order to safeguard and strive for their own interests on "quasi-residential".It has the characteristics of fundamental interests,organizational planning,resistance to violence and repeated stubbornness.The group event of "quasi-residential" project in S city is a large-scale group event,which refers to the owner who purchased "quasi-residential" in the face of the sudden announcement of the government policy: prohibit the residential function of "quasi-residential" and change back to office use,otherwise they can not live and trade.This made people intuitively feel that their housing and trading rights were infringed,so a large-scale demonstration broke out.Based on this case and in-depth empirical research and in-depth interviews with the owners of the involved residential area-L residential area,in order to think deeply about the prevention and control of "similar residential" group incidents.The main body of the paper is divided into six parts.Firstly,it elaborates the research significance,research status at home and abroad,research methods and contents,innovation and deficiencies of the group events of the "similar housing" project.Secondly,it defines and extends the concepts of "mega-city" and "quasi-residential" projects respectively,especially the "quasi-residential" projects,besides it details their strengths and weaknesses.It also makes a comparative analysis of their current situation.Then it elaborates the connotation,practicability and application of the interaction theory of main and auxiliary factors and modern governance theory respectively.Secondly,the general situation,characteristics and impact of group incidents of "quasi-residential" projects are elaborated in detail.In addition,the group incidents of "quasi-residential" projects in S city are described and restored in detail through three stages: background,outbreak process and calming response.Then,the interaction theory of main and auxiliary factors is applied to the empirical investigation of L community in S city.As a result,the reasons for the outbreak of group incidents of "similar residential projects" are analyzed,that is,how the fundamental factors are accumulated,how the main factors are catalyzed and how the auxiliary factors are added,and how the interaction between the main factors and the auxiliary factors aggravates the evolution of events.Then draw lessons from the experience of three foreign countries,namely the United States,Japan and the United Kingdom,in preventing and controlling residential group incidents.Finally,from the perspective of the interaction theory of main and auxiliary factors and guided by the thinking of modern governance theory,put forward the governance strategies for preventing and controlling residential group incidents,including reducing the basic elements,blocking the main factors and cutting off the auxiliary elements,which are respectively strengthening the government departments.The supervision and accountability mechanism of the door,the strengthening of the legitimate and regulatory management of the real estate market,the construction of early warning system of housing mass incidents,the improvement of interest appeal mechanism,the creation of rational public opinion guidance path of multi-collusion,the establishment and improvement of the integrity of our government,the establishment of a scientific and democratic decision-making mechanism based on modern governance theory,the common multi-subject,multi-angle and multi-aspect to deal with.Residential mass incidents are also targeted at prevention and control.In addition to the effective prevention of mass incidents,the group incidents can be dealt with and dealt with in a timely and effective manner when they occur.
