The rapid development of network society promotes the separation and reorganization of space-time relationship. The network society shaped by "time without time" and "flowing space" is increasingly promoting the rise of social identity.Giddens also pointed out that the separation of time and space and the social "separation" caused by it are the important driving forces of the development of modernity.Whether it is the rise of social identity forces or the "delocalization" in the process of modern development,it has brought unprecedented difficulties to the governance of the network society.Although there is no large-scale social movement brought about by the rise of the Internet society in the western society described by Castel in China, there are gradually active groups of Internet users in the cyberspace, which increasingly impact the traditional order and norms. The value conflicts, behavioral diversity and cognitive differentiation caused by the large-scale compression and extension of time and space all show an increasingly strong trend in China's Internet society.Based on the background of time-space reorganization in the era of network, this paper takes Wuhan red cross as a case study to study the dilemma of network social governance and its countermeasures. This paper consists of six chapters. The first chapter is the introduction.Firstly,it expounds the background, significance and value of the topic. It makes a summary from three aspects: the sociological theory transformation in the network era,the time-space reorganization caused by the network era,and the social governance in the context of the time-space reorganization in the network era. Finally,it discusses the research methods, research ideas and research framework of the article. The second chapter is the representation of the development status of China's network society and the reorganization of space-timerelations.It mainly discusses the status quo of China's network society, including the increase of the number of Internet users, the increasingly fuzzy boundary between virtual space and real space, the increasingly important value of information sharing and knowledge production in the network society, and the increasing degree of social "delocalization";the representation of space-time relations mainly includes subjective differences And objective complexity, time and space follow-up gradually become a free construction of life style, the three-dimensional nature of time and space of double-layer,space and time refinement and so on.The third chapter is the temporal and spatial evolution and social impact of Wuhan "Red Cross" event, mainly including the temporal and spatial overview of Wuhan "Red Cross" event and the temporal and spatial consequences caused by it.The fourth chapter is the Social Governance Dilemma Analysis of Wuhan "Red Cross" event under the background of time-space reorganization in the era of network. It mainly discusses the operation dilemma, subject dilemma, means dilemma, symbol system dilemma and expert system dilemma of hierarchical organization. The fifth chapter is the analysis of the reasons for the Governance Dilemma of Wuhan "Red Cross Society" under the background of time-space reorganization in the era of network. It mainly discusses the social "out of domain" gap and the weakening of social capital caused by the lack of field communication. The sixth chapter is the countermeasures to solve the Governance Dilemma of Wuhan "Red Cross Society" under the background of time-space reorganization in the era of network. It mainly discusses the reform of bureaucracy, emotional governance, reconstruction of social capital in the era of network, reconstruction of symbol system and expert system in the era of network, etc. The last part is the conclusion, which mainly discusses the essence of network society and Its Governance Dilemma from the perspective of time-space reorganization and the reflection on the governance of network society.
